  • Define and help shape appropriate government and commercial target markets and sectors.
  • Lead Capture Management strategy definition and execution and identify, qualify, and lead the pursuit and capture of new business opportunities.
  • Identify, qualify, coordinate with, and secure optimal teaming partners on contract opportunities.
  • Support the development of pre- and post-solicitation opportunity win themes, technical solutioning, key strengths, discriminators, and price-to-win strategies.
  • Develop business plans to advance the company's mission and objectives and to promote revenue, profitability, and growth as an organization.
  • Develop industry partner relationships, which lead to direct awards, and prime and subcontract awards.
  • Present and lead capture pursuits through gate reviews as directed. Lead coordination with internal stakeholders, justify and obtain approvals as required, and support and/or lead internal discussions regarding teaming, pricing, and workshare allocation.
  • Lead and document post-award decision lessons learned for both successful and unsuccessful competitive and/or sole source opportunity pursuits.
  • Collaborate with leadership to establish and mature long-range fiscal and capture planning and forecasting processes and conduct in-depth analysis in support of business and prospect capture decisions as required.
  • Champion organizational growth through an entrepreneurial spirit and by executing strategies that directly impact company growth.
  • Collaborate with all levels of leadership and with stakeholders to build and execute account plans to position for successful pursuits.
  • Provide leadership and directional support in the areas of capture and proposal management to include guiding team to develop long-term and short-term plans.
  • Build and lead a strategic account plan by establishing consultative and trusting relationships with customers to add to existing business and contracts.
  • Identify and shape customer requirements, gather competitive pricing intelligence, and conduct trend analysis/forecasting to create winning technical proposals and pricing strategies.Qualifications
    • Bachelor's degree required, Master's degree preferred.
    • 20+ years demonstrated experience in full lifecycle business development and capture management (Identification, Qualification, Teaming, Solutioning, Proposal Strategy/Development, and Closure) in the federal government contracting industry.
    • Be a proven growth accelerator, strategic planner, and relationship manager.
    • Possess deep domain knowledge and proven results developing business across multiple federal Defense and Civilian agencies independently and with a broad array of government contracting industry companies, including large and small businesses.
    • Provide senior BD support focused on achieving SBA 8(a) program compliance goals in addition to overall company financial goals.
    • Demonstrated full lifecycle, senior business development experience and success in supporting Native American, Alaska Native, and/or Hawaiian Native tribally-owned corporations and individual subsidiary businesses, including demonstrated knowledge working with Federal Acquisition Regulation (FAR) and Code of Federal Regulation (CFR) policies and procedures relating to contracting with Native/tribally-owned businesses.Knowledge, Skills and Abilities:
      • Exhibits a hands-on leadership approach through modeling behavior reflective of the organizational mission, fostering an "all hands-on deck" team approach, and through clear and direct communication.
      • Possesses strong knowledge, experience, and success in the entire capture process.
      • Experienced in developing service solutions under all contract pricing types, including Firm Fixed Price, Time & Material, and Cost Plus Fixed Fee, as well as all contract acquisition types, including single award, Indefinite Demand Indefinite Quantity (IDIQ), Blanket Purchase Agreement (BPA), Multiple Award Contract (MAC), and General Services Administration (GSA) contracts.
      • Ability to collaborate and build win-win partnerships externally with customers and within a firm/corporation, with a focus on understanding how to create competitive discriminators in a highly cost-competitive environment.
      • Ability to work across subsidiaries and business units by collaborating constructively and interacting seamlessly with stakeholders at all levels.
      • Demonstrate superb writing skills and the interest, ability, and initiative to make significant writing contributions to proposals.
      • Be able to successfully build and work within high performance teams in an entrepreneurial environment.
      • Proactively identify and capture federal opportunities, conduct competitive intelligence, and lead research into gathering critical information relative to upcoming government solicitations and unsolicited requirements.
      • Demonstrated use of independent judgment to determine strategic guidelines, purpose, follow-through and completion in support of identified opportunity captures.
